This platform — its software, source code, design, dashboards, calculation engine, and report templates — is proprietary to and copyright © 2026 Western Spaces, LLC. All rights reserved. It is operated for the Southwest Colorado Council of Governments (SWCCOG) / Region 9 EDD under contract.

You are welcome to

• Browse the dashboard and the published Housing Needs Assessment.
• Read, download, and share the published reports.
• Use the published data and findings for housing policy, planning, research, and other public purposes.

Not permitted

• Copying, reproducing, or redistributing the platform or its software, in whole or in part.
• Automated scraping or bulk extraction of the site, its data endpoints, or its content.
• Using the platform, its design, code, or data to build, market, or operate a competing or commercial product or service.
• Reselling the platform or access to it.

Public law and public records

The assessment implements Colorado SB24-174 and Colorado Department of Local Affairs (DOLA) guidance, which are public, and each published Housing Needs Assessment is a public record. These terms govern the platform and software — not the underlying public law or the published public records themselves.

SWCCOG and participating jurisdictions

The rights of SWCCOG / Region 9 EDD and its participating jurisdictions are governed by their contract with Western Spaces, which controls as to those parties.
